The present study presents the application of the MPSI-MARA hybrid method in the selection of unmanned aerial vehicles (UAVs), seeking to meet the operational needs of the Penitentiary System of Rio de Janeiro. This System faces challenges, such as structural deficiencies, shortage of human resources, and overcrowding, which compromises the safety and well-being of inmates and agents. The research aims to select the most appropriate drone to improve the monitoring and supervision of the prison perimeter. For this, seven alternatives were evaluated, considering seven strategic and operational criteria. This approach was validated by interviews with a criminal police officer from Rio de Janeiro and a drone expert. The methodology allowed ordering the alternatives objectively, facilitating the decision-making process. The results show that drones are viable technological solutions. For future studies, the implementation of drones in Penitentiary Systems is recommended, highlighting the importance of Operational Research in public management.
