We report on the formation of Sn nanoclusters in a thermally grown SiO 2 film after annealing under different atmospheres. We study the different lattice positions before and after annealing with Mossbauer spectroscopy. Temperature-dependent measurements show an extreme reduction in the Debye temperature of 36% for the samples annealed in a reducing atmosphere. We show that this difference could be explained by the appearance of low lying surface modes due to the cluster embedment.
