TRANSFER OF THE NATIONAL ECONOMY IN CONNECTION WITH FORMATION OF A NEW WORLD ECONOMIC AND TECHNOLOGICAL ORDER AS A CONDITION OF ADVANCED DEVELOPMENT STRATEGY

The features of modernization of the Belarusian economy based on the new technological order are identified; the factors restraining the innovative development are disclosed in the article. The necessity of building a systemic policy for the development of the national economy, which is based on a advanced development strategy is scientifically proved. The key components of the strategy are highlighted, including the priorities of the country’s development; strategic planning system; forms and methods of motivating science and innovation; monetary policy instruments. The conditions for the successful implementation of the advanced development strategy have been argued and formulated; among them: competitive enterprises using technologies of a new technological order; effective economic mechanism, that ensures the concentration of resources taking into account a new technological order; stimulating and increasing the volume of investments in the development of innovative industries; growth of labor productivity and economic intensification.
