The Rospotrebnadzor Information and Analytical Center for Radiation Safety of the Population (IAC RBN) was established in accordance with Rospotrebnadzor Order No. 885 dated 04.09.2012 for the purpose of practical and scientific support for the organization of work on sanitary and hygienic assessment of parameters, radiological monitoring, control and supervision of radiation safety of the population of the Russian Federation, as during the trouble-free operation of radiation facilities, as well as in case of radiation accidents, emergencies, and radiation incidents on the territory of the Russian Federation and beyond. The main tasks of the IAC RBN are: Analysis of the parameters of the radiation situation, assessment of radiation doses to the population and preparation of analytical reports on the state of radiation safety of the population of the Russian Federation for Rospotrebnadzor. Development of draft agreements, information exchange procedures and direct exchange of radiation monitoring data within the framework of the unified state automated radiation monitoring system. Collection, systematization and analysis of information on cases of radiation accidents and incidents based on copies of emergency reports from Rospotrebnadzor departments, as well as using other information sources. Preparation of information certificates on certain issues of ensuring radiation safety of the population of the Russian Federation on behalf of the management of Rospotrebnadzor. Preparation of annual information collections on the radiation doses of citizens in individual subjects of the Russian Federation and in the Russian Federation as a whole. Ensuring operability, technical support and improvement of Federal Data Banks. Development of computer programs for analysis, visualization and generation of reports, analytical reports, informational letters, information collections, etc. Design, development and implementation of technical solutions in the field of data processing and information technology.

Research directions

Development and scientific substantiation of applied methods for assessing radiation risks to public health in various situations and scenarios of exposure based on modern approaches to assessing radiation damage

Within the framework of this research area, it is proposed to develop a system of comparative analysis of risk models, which, based on specially developed quantitative indicators, will allow making reasonable conclusions about the expediency of using a particular model for a specific situation and exposure scenario. The result of the work will be an automated system that allows calculating the values of risk indicators for any of the modern radiation risk models using medical and demographic data of any population, providing not only the ability to calculate risk coefficients for different sex and age groups of the population under different exposure scenarios, but also providing information (numerical and graphical) for comparative analysis of risk models and choosing the most appropriate model and risk indicators for specific exposure conditions. The main scientific result should be the development of an original method for assessing radiation damage using the WHO methodology for assessing the severity of diseases.
