I am Nguyen Thi Bich Ngoc, an Academic Librarian at the School of Hospitality and Tourism, Hue University, with over 26 years of experience in academic library development. I hold a Master’s degree in Public Administration (2015) and a Bachelor of Arts in English Language Teaching from Hue University of Education (1996).

I served as the Principal Investigator of a Hue University-level research project on developing reading culture for university students (2023) and was awarded a national Certificate of Merit by the Ministry of Culture, Sports and Tourism (2015) for outstanding contributions to academic library services.

My expertise spans reading culture development, Open Educational Resources (OER), and bibliometric analysis, supporting the transformation of academic libraries into strategic hubs for research and innovation. I am committed to enhancing institutional research capacity, promoting international publication, and developing sustainable digital knowledge ecosystems aligned with global academic standards.

Through the application of bibliometric analytics, OER governance, and data-driven academic planning, I aim to contribute to inclusive university transformation in alignment with the Sustainable Development Goals (SDGs).
