National features of forming a digital economy in Russia

Abstract
The article analyzes current trends in the development of the Russian economy in the context of globalization and the comprehensive penetration of information technologies into all spheres of economic relations; explores terminological approaches; identifies peculiar properties and features of the digital economy, problems of developing its theoretical base; identifies the main transformation effects of the digital economy and the implementation objectives of its development strategy. Results: 1. The terminological apparatus of the concept “digital economy” is revealed. 2. The main reasons for Russia’s lagging behind in the digitalization of the economy are identified, which consist in a contradictory understanding of the essence of the term “digital economy”. 3. The ways of solving problems by making changes to the Civil Code of the Russian Federation and fixing some terms in the legal field are considered.
