Currently, ferrous metallurgy industry is experiencing growing trends in the scrap indicator, which requires a more responsible attitude and effective methods in subsequent redistribution of the production chain. Forecasts of ferrous scrap market development in the perspective up to 2030 have been given. Facts about the increasing trends of machine vision application in the industrial sector as a result of “machine vision and industry” keyword clustering based on publications in the NCBI PubMed database have been presented. The object of the study is enterprises of metallurgical industry, in particular for ferrous metal scrap harvesting. The subject of the study is the process of scrap contamination assessment. Comparison of the traditional process of scrap assessment and the digital one (based on machine vision application), which are visualized in the form of the implementation steps sequence algorithms, has been carried out. The hypothesis about more effective use of machine vision technology in the technological production process of scrap metal contamination assessment when it is accepted for further processing in comparison with the technology based on visual-expert assessment has been confirmed. The prospects for the use and commercialization of the digital service have been presented, as well as its impact on transparency and reliability of interaction among contractors. Scientific methods such as bibliometric analysis of literature devoted to the issues of applied methods and techniques for assessing the quality of unloaded scrap, comparative analysis of applied processes for assessing scrap clogging based on the presented algorithms, as well as synthesis methods that summarize the results were used.

   The article presents the justification of model elements choice for technology parks work in the sphere of high technologies in Russia. The methodology for creating the model, which was built on the position of borrowing the best practices of existing models of innovation infrastructure facilities operation and functioning in the country, has been given. It has been proposed to form a rating among operating technology parks, within the framework of which a comprehensive assessment of technology park management companies’ performance has been carried out according to four groups of indicators (sub-indexes) such as subjects investment attractiveness, information openness, technology parks internal ecosystem, and management company efficiency. Based on the rating results, the leaders among technology parks have been identified, and their behavioral models adopted as reference metrics for the model to be developed. Based on the leaders’ position, it has been proposed to choose the best technology parks model in the field of high technologies in terms of their interaction with residents. Recommendations have been presented for the technology parks infrastructural model as the most promising for private companies, while investment projects should be developed considering federal requirements and standards to ensure their successful implementation and achievement of the set goals. Technology parks in the sphere of high technologies play a key role in Russian economy development. They contribute to the development of innovations, new technologies, high-tech industries, and knowledge-intensive business. It is important that such technology parks development is optimally organized with due regard to modern requirements and regulatory measures.

When reconstructing cultural heritage sites, significant changes to the original design planning are not allowed. More rational methods are needed to increase the fire resistance of historical buildings, which will ensure their fire safety and preserve their architectural value. Nowadays, most heritage sites do not meet the safety requirements of modern buildings. The purpose of the study is to develop a methodology for increasing the fire resistance of cast iron structures. The key tasks are increasing the fire resistance of buildings during reconstruction and ensuring their fire safety during operation. The tasks have been achieved by developing a new methodology for increasing the fire resistance of cast iron. It includes an integrated approach to assessing the risk of a fire, a predictive model for the occurrence of fire danger, as well as various scenarios for the fire development caused by cast iron heating. The results’ analysis has allowed us to determine the fire resistance limits of cast iron structures. The scientific novelty lies in the study of the fire resistance of cast iron structures using a three-dimensional mathematical model. The Government of the Russian Federation is implementing comprehensive measures to counter sanctions, stabilize the economy, restore economic security, and achieve technological sovereignty. Draft laws to close lacunas are being considered, and measures taken to support domestic enterprises in the sphere of economic development priority areas. It is impossible to universally finance a wide range of projects, so the author of the article recognizes expediency of considering prioritization according to certain criteria, such as size of the industry, participation in value chains, efficiency, and operability of the industry at the moment. For the microelectronics industry, it is important to consider state of inter-industry balance indicators to generate orders and maintain economic equilibrium, as its manufactured products are consumed in almost all sectors of the economy due to digitalization penetration at different levels. The purpose of the study is to identify trends in global economy, analyze and predict actions of major players, analyze the Russian microelectronics industry, and rationalize suggestions based on the data collected. The suggestions are to create conditions for innovative development institutions interaction with groups of educational institutions in order to realize joint projects to create innovations. The methodological basis for building the model was provided by modern works in the researched area. The article considers main causes and problems preventing industries from getting out of the critical state within the framework of achieving technological sovereignty, analyzes current state of the microelectronics industry in the current geopolitical situation, and proposes external and internal ways to expand the ‘bottlenecks” in the form of measures to stimulate end-to-end technologies creation.

The article presents the elements of support schemes for decision-making on the management of prosocial and environmental corporate innovations of industrial enterprises with a multimodal element base for building a process and openness of developments, as well as a closed version of innovation implementation a unimodal approach. The approach proposed by the author is based on the concepts of convergent innovations, as well as the Nexus methodology (in other words, the concept of connections). The identified elements of the schemes should help in making decisions about the implementation of innovations and make the right choice for the heads of industrial enterprises within the framework of the ESG concept and the current prosocial and pro-environmental corporate governance philosophy. The article used general logical methods such as analysis, synthesis, abstraction, generalization, idealization, analogy, modeling, logical, structural-functional methods and approaches; visualization methods in the form of a graphical representation of information on the issue under study. The result of the study was a reasonable presentation of decision-making schemes when introducing changes in two areas of innovation implementation aimed at rationalizing the use of natural capital and the transition to a prosocial and pro-environmental concept of corporate innovation management in industrial enterprises.

The object of this article is a study of the ESG agenda for Russian business in the changed geopolitical conditions. The statistical data used in the study were collected by the authors from open sources posted on the Internet and printed publications. The main purpose of the study was to identify ESG strategies of companies, their development, and to define key drivers of the development of the ESG agenda in Russia. During the research, the authors used general scientific methods such as synthesis, system and comparative analyses. The authors of the article identified the key drivers of the ESG concept development which will contribute to the growth of not only a single company, but also of the country’s economy as a whole. Based on the results of the study the authors have developed recommendations for the implementation of the ESG strategy in the current geopolitical circumstances.

The article discusses the problems of developing new educational programs for universities and issues that need to be addressed by coordinating with various institutions of the system in the context of the spread of digitalization. The methods of analysis, generalization of the regulatory and methodological framework, external expertise with active interaction with employers and the results of activities were used. The scheme of interaction of elements of the national qualifications system in the development of an educational program is proposed. The hypothesis about the inclusion of the considered elements for the development of relevant educational programs is confirmed. Correlation dependence and percentage approximation proved the need to use all components in the development of modern educational programs. A number of issues related to the development of educational programs by universities and requiring further clarification are highlighted, including issues of harmonization of professional and educational standards under the influence of digitalization. The results of the work determine the following directions for the further development of educational programs: normative and methodological development, the use of external expertise and the expansion of cooperation with employers.

The article presents an analysis of the innovative and investment state in the industrial production in the Russian Federation. The indicators “production and sales” of the Russian Federation, USA, Germany and Brazil are compared. An analysis of the Global Innovation Index and its components, in the context of seven indicators in the countries under study, is presented. Russia’s place in the IMD World digital competitiveness rating, is analysed. The main methods used in the study are analysis and generalisation, and the construction of chain indices based on statistical information on industrial indicators, the Global Innovation Index and the level of assessment of the digital competitiveness of four countries. Conclusions are drawn about the impact of the studied indicators on the economy and, at the moment, the Russia’s position is not entirely positive according to these indicators. It is proposed, to include these indicators in the methodology for managing corporate innovations and investments in industry under digitalisation to improve the economic level of the country as a whole.

The article discusses the main directions of development of the design and technical characteristics of the Moscow underground railway carriages from the beginning of the 1930s to the present time in connection with the construction of the subway in large metropolises of Europe, Asia and the United States. The influence of changes in railway carriages building on passenger traffic is analyzed. Five generations of equipment were traced by the design of the railway carriage and bogie; the shape of the driver's cab; engines, drive, control and other electrical equipment; ventilation and air conditioning; brakes; auto-coupling device; protective devices; passenger comfort. Manufacturers of second-generation equipment achieved a smooth start-up and reduced amount of electrical equipment repairs. During the creation of the third-generation equipment, the improvement of the rolling stock went in the direction of increasing the capacity of the railway carriage. The lightening of the body, bogie and auto coupling due to changes in the load-bearing structure, materials and finishes led to an improvement in the smoothness of the ride and a reduction in the weight of the railway carriage. The fourth-generation equipment was created with the aim of increasing the reliability of components and parts, carrying capacity, increasing the average and structural speed, and reducing operating costs. The modernization of equipment in the fifth generation of rolling stock equipment was aimed at providing comfort and increased passenger capacity.

The article considers the process of digitalisation of the nuclear industry on the example of State Atomic Energy Corporation Rosatom and foreign companies. The purpose of the study is to identify the digital competitive advantages of Rosatom and analyse global competitors. The main prospects and trends in the development of the state corporation have been identified. The article describes the problems faced by the process of digitisation of the industry. The current digital products of Rosatom and its developments have been considered. The positive effects of the Lean Smart Plant project, the introduction of electronic document management have been described. The process of digital transformation includes the introduction of artificial intelligence, a digital twin, the Internet of things, which also changes the methodology of enterprise management and production, the infrastructure sector, high-tech modeling, automation of design and construction. It is stated that digital transformation has a multiplicative effect. The complex use of digital technologies and platforms allows you to reduce logistics costs, increase labor productivity, reduce the level of labor intensity of production and increase KPI. The main conclusions of this article are that there are a number of problems on the way of implementing digitalisation in the nuclear industry that should be overcome using current, modern, including foreign digital services that can positively affect changes due to transformational digital shifts.

Uberization is a process, phenomenon, trend, and direction that emerged in the 21st century economy thanks to Uber Technologies, Inc., which was the first to introduce a mobile application that connects drivers and passengers. Although the name of the trend was not formalized by the Uber corporation, it appeared a few years later to describe certain dependencies that emerged in the economy and that gained importance not only in the field of transportation services, but also in the field of finance, in the labor market, or in relation to the real estate market. The purpose of the study was to determine the impact of the progressive phenomenon of uberization on the competitiveness of the transportation industry in the pre-pandemic period and in the post-pandemic period. The study assumed the hypothesis that carpooling services, which are one of the important models of uberization, implemented in Poland through the BlaBlaCar app, can be a significant competitor to transportation services provided through traditional forms and models of communication, i.e., train and bus connections. The results of the study showed that BlaBlaCar services are a cheaper alternative to other means of transportation, i.e., public transport (Polskie Koleje Państwowe, PKP Intercity) and bus connections, although not always. As a rule, their competitiveness is higher for those routes and trips where there are many drivers offering free space in the car. On the other hand, on the routes less frequently visited by BlaBlaCar drivers, fares with a BlaBlaCar driver are higher than rail and bus fares. The considerations of the article meet the objectives of the cognitive goal and the application goal and showed that uberization in the transport industry is a significant phenomenon that is still developing and, in the future, may threaten traditional forms of transport, i.e., rail and bus travel.

   Under the conditions of sanctions restrictions, there has been a change in the ESG involvement and ESG transparency of Russian companies. At the same time, the nature of such changes, as well as the impact of sanctions, ownership structure and industry affiliation, remains insufficiently studied. The article examines the level of ESG transparency of Russian business before and after the start of a special military operation in 2022, considering the ownership structure and industry affiliation of companies. The study sample includes ESG transparency estimates for 75 Russian public companies for the period from 2021 to 2023. According to the results of the study, it was revealed that after the start of the special military operation, there was a decrease in the level of information transparency in all three ESG aspects, especially in terms of social information and corporate governance information. In addition, it was found that the change in the level of ESG transparency varies depending on the ownership structure and industry affiliation. The results obtained can be used by investors, creditors and other stakeholder groups when making decisions about cooperation with certain companies, taking into account the specifics related to the capital structure and business profile.

   The article is devoted to strategic management of regional industrial development in the conditions of spatial and structural transformations appearing in the modern economic and political environment. The article clusters Russian regions to identify groups of homogeneous territories according to the indicators of production, labour, investment, and innovation character of the industrial development. The strategic documents of the industrial development have been analysed for a number of regions from the selected clusters in the context of considering: the aspects related to spatial development in the purposes and objectives of these documents; availability of forms of spatial organisation and management of industrial and innovative activities; directions for the development of interregional cooperation; other strategic documents, including those of the municipal level. The authors have proposed as recommendations additional elements of strategising related to the spatial and structural transformations, at the stages of analysis, determination of strategic goals and priorities, tasks and specific measures of the development of the industrial complex of the region in particular, and also at the stage of determination of the mechanism for implementing the strategy and involving stakeholders in the strategic management process. Analysis of spatial disproportions, determination of the strategic goals and priorities with a focus on the spatial aspects, development of mechanisms for the strategy implementation with the involvement of municipalities contribute to the formation of a more effective and sustainable system of the industrial management which is able to adapt to changes and ensure balanced development of the region.

Subject. The article addresses theoretical and practical lessons learned in transaction structuring in the ESG segment. Objectives. The aim is to design a structured product (SP) of sustainable financing (ESG SP), and provide rationale for its effectiveness in investment strategies of responsible investors. Methods. The study employs general scientific research methods through logical, comparative, and statistical analysis in the process of analyzing foreign practice, as well as scientific publications by domestic and foreign authors. Results. Our analysis confirmed the assumption that structuring financial products in the sustainable financing market will increase capital inflows and increase its liquidity, which will have a positive impact on the availability of financial resources for issuers pursuing sustainable development goals. The findings indicate an increased interest in structured ESG products in all three categories against the background of the "merger" of securitized products with ESG products. There is a trend in the development of SP of a "charitable orientation". It is necessary to develop a new ESG index that most accurately reflects the ESG vector of companies as the basis of structured ESG products. Testing the presented ESG SP demonstrated prospects of this tool for responsible investors. Conclusions. In the current financial market environment and the expanding variety of financial instruments, structured ESG products with their inherent advantages and risks will be in demand.

This research is designed to understand the concept of digital economy and its sustainability. These facts and concepts have gained popularity as a result of the growing concern about climate change and the advancement and acceptance of technologies. Scholars, corporate executives, and policymakers are investigating the various ways in which digital innovations may be utilized to tackle sustainability challenges. Through a rigorous literature review and bibliometric assessment, we examined a subset of 116 works cataloged in SCOPUS to assess the research on this subject from 2000 to November 2023. Our study revealed that the year 2022 featured the highest number of peer-reviewed publications, with a total of 31 publications. During our study, we have identified many potential avenues for this interconnection, such as the progress of energy sources that are renewable and sustainable technological advances, the development of technologically advanced cities and environmentally-friendly growing urbanization, and the encouragement of sustainable consumer behavior. Digital technology provides firms with chances to implement sustainable business approaches and create sustainable goods. Although the digital economy offers several benefits, it also poses some obstacles that might impede progress toward sustainability objectives. These challenges include the escalation of electronic waste, excessive energy usage and the subsequent increase in greenhouse gas emissions, technological division, employment instability, the growth of monopolies, and concerns over data privacy. In order to fully capitalize on the potential offered by the electronic economy to advance sustainability, it is imperative to tackle these challenges.

A more comprehensive understanding of the impact of artificial intelligence (AI) on energy transition and carbon emissions could help to use AI to achieve carbon neutrality. To this end, the STIRPAT approach, the mediation effect technique and the panel threshold technique are developed using the panel data in 69 countries from 1993 to 2019. The results show that: (i) AI promote energy transition and carbon emission reduction, and trade openness (indicated by imports, exports and total trade volume) has the mediating effect. (ii) There is a single-threshold of trade openness in the impact of AI on carbon emissions. When trade openness is below the threshold, AI has an insignificant impact on carbon emissions; when trade openness crosses the threshold, AI has a significant negative impact on carbon emissions. There is a double-threshold of trade openness in the impact of AI on energy transition. When trade openness is lower than the first threshold, the impact of AI on energy transition is not significant; When trade openness is higher than the second threshold, the positive impact of AI on energy transition is increased. (iii) When considering the heterogeneity of income levels and AI levels, the trade threshold for achieving carbon emission reductions in the high-income group is lower than that of the global group, and the trade threshold for achieving carbon emission reductions in the low-AI level group is higher than that of the global group. While this study unequivocally delineates the affirmative role of artificial intelligence in carbon emission reduction and energy transformation, particularly in the context of trade openness, we concurrently acknowledge that this viewpoint is not devoid of contention. Amidst the rapid advancement of technology and the landscape of open trade, we discern the presence of counterarguments. The efficacy of artificial intelligence is susceptible to the influence of multifaceted factors. It is imperative to consider associated factors, such as the significant energy consumption required for storing and cooling data centers and servers. The study's conclusions aid policymakers in devising nuanced emission reduction policies tailored to specific needs.

Abstract Digitalization has revolutionized one of the most significant industries in the modern world, which is education. It has proven to be a successful and renowned strategy throughout the entire spectrum of the education industry. It has dissolved the distinction between physical and virtual distance and integrated more scientific methods for instructors to teach pupils. In order to select the most relevant studies in the digitalization field, bibliometric analysis was used, with the principal source of scientific articles selected being the academic platform Scopus. The content of 3836 research articles has been taken into consideration since 2019 and 2023. The search documents related to the “digitalization” issue are in title, abstract, and keywords. In order to highlight the structure of the scientific field, we used a content analysis, inspecting the most common words and the relationships between words. Additionally, a network of co-occurrences was taken into account. The analysis was performed using the WOSviever program. In the next part of the research, the term “digitalization” was examined in more detail. The Scopus search engine uses filters, including the terms “digitalization,” “higher,” and “education,” but is limited to key words. The content of 104 research articles has been taken into consideration since 2019 and 2023. The research results showed that the fields of technology, education, and management provide the theoretical basis for research on the digitalization of higher education. The findings also demonstrate the topic’s interdisciplinary character (as seen by publications published in several fields) and its strong relationship to concepts like online learning, digital transformation, and sustainable development. Based on the literature analysis, it can be concluded that University 4.0 will go to the smart fully digital University (University 5.0), will take care of aspects of sustainable development, and will develop teachers’ soft skills, especially emotional intelligence.

Sustainable development and ecological restoration are a common goal pursued by countries around the world to mitigate the collision between economic growth and the environment. Digital economy has been rather instrumental in settling this type of conflict. The study is intended to identify the relationship between digital financing and environmental financing by assessing the specificities of their temporal and industry-specific dynamics, as well as to determine the side effects that the digital economy has in terms of current environmental investments and costs. The special attention is paid to the effect of the digital economy on both total environmental financing and its components, namely, environmental investment and current environmental protection costs. The authors come up with two indicators to evaluate the impact of the digital economy, these are digital financing (direct impact) and digital capital (indirect impact). To calculate these indicators, the authors’ own method is developed. The impact of the digital economy on environmental financing was tested using the least squares method with clustering of annual standard deviation and individual fixed effects. The research data were retrieved from the Federal State Statistics Service (Rosstat) of the Russian Federation for 2012–2022. Our findings show that digital financing exerts a significant positive effect on environmental financing, which indicates that two dynamic processes in the economy—digital transformation and introduction of advanced environmental digital technologies—are synchronized. The authors prove that digital investments stimulate a comparable increase in environmental investment due to the effects created by digital technologies penetrating into environmental protection technologies. We demonstrate that the level of digitalization of the population, companies and the state assessed through the digital capital index has a positive effect on environmental financing. The results of the study are of use in the sphere of public policy.

The presented research is devoted to determining the possibilities of introducing information technologies in the work of the human resources department of the enterprise for the personnel selection activities automation. The article substantiates the relevance of studying the problem of “personnel shortage” at Russian enterprises in general and in relation to the production enterprise of the Sverdlovsk region. The authors carried out a comparative analysis of the wages at the analyzed enterprise with the average level in the metallurgical industry and in the Sverdlovsk region. Based on the results of the empirical study, the recruitment process’ components are highlighted, the results of the analysis of the photograph of working hours of recruitment specialists of a large manufacturing enterprise in the Sverdlovsk region are presented. The reserves of increasing the productivity of labor time use of human resources specialists of the production enterprise through the automation of a number of processes have been revealed. Recommendations for the introduction of information technologies in improving the recruitment system of the production enterprise are developed. The research paper may be of interest to specialists of personnel management services of large production and industrial enterprises in terms of analyzing the possibilities of automating the business process of personnel recruitment.

Predictive diagnostics in industry and in railroad transportation on the basis of the Industrial Internet of Things is analyzed. Attention focuses on predictive diagnostics in the maintenance and repair of locomotives and motorized rail cars and prospects for a differential approach to operational support. Empirical methods are employed: (1) comparison, so as to identify the similarities and differences of predictive diagnostic systems of the same type used for the maintenance and repair of locomotives and motorized rail cars in the depot; (2) description: itemization of the available data regarding predictive diagnostic systems for the maintenance and repair of locomotives and motorized rail cars. A positional map is prepared, showing existing predictive diagnostic systems in terms of the manufacturers’ characteristics and the type of locomotive or motorized rail car. On the basis of the chart, a differential approach to the introduction of predictive diagnostic systems for specific companies is adopted. Predictive diagnostic systems are compared in terms of eight parameters used in maintenance and repair of locomotives and motorized rail cars in the depot. The advantages and disadvantages of each system are noted; a ranking is prepared. The analysis leads to the conclusion that the inefficient existing maintenance system based on standard preventive measures must be replaced by a predictive system.

In recent years, promoting regional synergistic development has become the shared objective in city-regions during the new stages of development. This paper aims to uncover the dynamics of synergistic development in urban agglomerations by constructing an index measurement system based on four dimensions: industrial synergy, innovation synergy, infrastructure synergy, and institutional synergy. By comprehensively employing theories and methods such as “space of flow” big data analysis, network analysis, and interlocking network models, this study examines patterns and capacities of synergistic development in the Guangdong-Hong Kong-Macao Greater Bay Area. The main instances of industrial cooperation between cities are observed in Hong Kong-Shenzhen and Guangzhou-Shenzhen; capital flows primarily concentrate in Guangzhou-Shenzhen and Hong Kong-Shenzhen. Research paper and patent collaborations between cities are predominantly concentrated in Hong Kong-Shenzhen; joint laboratories are mainly established in Hong Kong-Macao and Hong Kong-Guangzhou; inter-city co-construction of higher education institutions is mainly focused on Guangzhou-Foshan and Shenzhen-Hong Kong. Infrastructure synergistic development performs best in Guangzhou-Shenzhen, Guangzhou-Foshan, and Shenzhen-Dongguan. Cross-border collaboration benefits from institutional advantages held by Hong Kong and Macao. Urban interactions with outstanding performance include Guangzhou-Shenzhen, Hong Kong-Shenzhen, Guangzhou-Foshan, Shenzhen-Dongguan. Additionally, increasing interaction trends can be observed between Guangzhou-Dongguan as well as Shenzhen-Zhuhai/Shenzen-Foshan partnerships. Understanding the typical characteristics and potential trends of synergetic development within the GBA holds significant practical value for establishing a first-class bay area along with a world-class urban agglomeration.

The desire of our country to provide favorable conditions for the creation of competitive digital innovations and technologies is conditioned by the need to achieve technological sovereignty and ensure national security. In this regard, today it is extremely important to work on increasing the innovative activity of business entities, including through the creation of the innovation infrastructure they need, in particular technology parks. The paper is devoted to the study of the formation and development of technology parks in the world, as well as the genesis of their legal regulation in Russia. Until recently, the regulation of technology parks was fragmentary, but the situation has changed. Federal Law No. 488‑FZ of December 31, 2014 «On Industrial Policy» was supplemented with regulations as to technology parks in the high tech field. The use of methods of comparative legal and formal legal analysis revealed the positive aspects of the legislative novel; there was an attempt to regulate technology parks in the field of high technologies at the federal level. The definition of technology parks was given. Alongside with these disadvantages were also revealed: the possibility of creating such technology parks and obtaining support measures only if they meet the objectives of the Federal Law «On Industrial Policy»; lack of regulations governing the activities of technology park residents and measures to support them). The author concludes that it is necessary to adopt an independent federal regulatory legal act as to relations arising from the creation of technology parks in the field of digital innovations and technologies, the establishment of a stimulating legal regime for entrepreneurship in the field of digital innovations and technologies of their residents, as well as evaluating the effectiveness of technology parks. The structure and content of the draft regulatory legal act on technology parks in the field of digital innovations and technologies are proposed.

In this study, we propose a transfer learning-based classification model for identifying scrap metal using an augmented training dataset consisting of laser-induced breakdown spectroscopy (LIBS) measurement of standard reference material (SRMs) samples, considering varying experimental setups and environmental conditions. LIBS provides unique spectra for identifying unknown samples without complicated sample preparation. Thus, LIBS systems combined with machine learning methods have been actively studied for industrial applications such as scrap metal recycling. However, in machine learning models, a training set of the used samples may not cover the diversity of the scrap metal encountered in field measurements. Moreover, differences in experimental configuration, where laboratory standards and real samples are analyzed in situ, may lead to a wider gap in the distribution of training and test sets, dramatically reducing the performance of the LIBS-based fast classification system for real samples. To address these challenges, we propose a two-step Aug2Tran model. First, we augment the SRM dataset by synthesizing spectra of unobserved types through attenuation of dominant peaks corresponding to sample composition and generating spectra depending on the target sample using a generative adversarial network. Second, we used the augmented SRM dataset to build a robust real-time classification model with a convolutional neural network, which is further customized for the target scrap metal with limited measurements through transfer learning. For evaluation, SRMs of five representative metal types, including aluminum, copper, iron, stainless steel, and brass, are measured with a typical setup to form the SRM dataset. For testing, scrap metal from actual industrial fields is experimented with three different configurations, resulting in eight different test datasets. The experimental results show that the proposed scheme produces an average classification accuracy of 98.25% for the three experimental conditions, as high as the results of the conventional scheme with three separately trained and executed models. Additionally, the proposed model improves the classification accuracy of arbitrarily shaped static or moving samples with various surface contaminations and compositions, and even for differing ranges of charted intensities and wavelengths. Therefore, the proposed Aug2Tran model can be used as a systematic model for scrap metal classification with generalizability and ease of implementation.

The modern development of the energy industry, as well as other sectors of the economy, is impossible without an environmentally oriented approach. Therefore, the green energy direction has received a fairly wide development in the world in the last decade. This energy has less negative impact on the environment due to the fact that there is no need to use fossil fuels. Due to the significant reserves of these resources, the introduction of renewable sources in Russia is slower compared to the leading countries in the field of green energy generation. Attempts to close the gap in this direction appeared only in recent years. The article is devoted to the assessment of the environmental agenda in the Russian power industry. In particular, the authors consider the issues of reducing the consumption of resources for electricity generation, as well as give an overview of the distribution of renewable energy in Russia as a whole. The scientific novelty lies in the consideration of a number of technical and economic parameters of the power generating industry operation, as well as in the construction of time series based on the most important statistical indicators of the power industry. Their visual representation is based on the use of tabular and graphical methods of information processing. In addition, a review of the industry companies reporting in recent years regarding the implementation of ESG concepts was made.

The year 2022 was characterized by a number of significant processes and events that made it possible to reveal the stability of the Russian and world economies. Thirty years ago Russia started moving to the market that marked the beginning of radical changes and transformations of the Russian economy and laid the basis for long-term trends that we are still observing. The liberalization of prices and the subsequent introduction of a single exchange rate regime, large-scale entry into the global financial system, and the strengthening of market principles of interaction of economic agents determined the contours of further development of the Russian economy. This was followed by a real test of strength — through a period of local and global crises, and in the sanctions of 2022, this “testing” has reached its apogee. The pandemic shock was replaced by a large-scale geopolitical tension due to the events in Ukraine. Russian assets were frozen, the existing system of world economic relations was massively deformed, and the Russian economy is forced to rebuild the mechanisms and foundations of its domestic and international development. At the same time, RF has the potential for forming new points of support, and it should be used more actively.

The principles of ESG in management as the basis of sustainable development of the company, industry and economy in general are considered in the article. The authors deal with the issue, whether the rupture of economic links and financial schemes, as well as the exception of the Russian companies from the international ESG-ratings can lead to refusal of the ESG-principles in management. The features, peculiar to each of the ESG aspects in the conditions of the anti-Russian sanctions in 2022 are considered. The problems and strengths of the Russian companies, the degree of prevalence of the ESG principles among the Russian entrepreneurs are revealed. According to the data of analyst companies, research and polls, the authors conclude, that the enterprises applying the ESG-principles have more chances to recover from the current crisis successfully.

This paper discovers the sustainability of agglomeration externalities and robustness issues for Russian private real sector companies between 2011 to 2018. Agglomeration effects are measured with the Ellison—Glaeser index (industry is supposed to be clustered in certain region(s) if the EG value is high). Firms’ sales margin was chosen as the main performance characteristic (dependent variable). The sample was divided into six aggregated groups (agriculture, mining, manufacturing, transport, IT, services). For each of them, sustainability and robustness of the concentration effect were checked using OLS estimates obtained for each year. Companies, located in and out of the cluster were studied separately. Strong, sustainable, and positive concentration effects were found for the agricultural, mining and transport industries. Sustainable negative agglomeration effects appear for the manufacturing and service industries. For IT companies located inside the industry cluster the agglomeration effect appeared to be negative and for those outside it — positive.

The article reveals the problems of implementing organizational changes in the management of foreign trade companies in the context of changing sales markets. The article focuses on the fact that today’s realities orient foreign trade companies to implement new methods of distributing responsibility and authority among employees within the framework of certain activities that have undergone changes. The authors of the study propose a comprehensive approach to the introduction of innovations in business processes through an assessment of all levels of organization management. The article presents organizational pathologies that can occur at different levels of implementation of changes in companies engaged in foreign trade activities, and also suggests an algorithm for working with them when the sales market changes. The authors note that Russian companies will have the highest level of adaptation to non-standard environmental conditions, only with careful study of all levels of change management through certain criteria and setting management tasks when adjusting to the selected sales market. It is determined that when transforming business processes in modern conditions, the company must have a certain strategic maturity to enter a new market on the basis of the presented management principles of the company’s activities.

Innovation management of infrastructure megaprojects is a challenging task. There are many risks in the process of innovation in engineering technology, such as shortage of funds, policy fluctuations, and difficulties in the transformation of achievements. Meanwhile, innovation organizations involve multiple participants, which makes cooperation complicated. Therefore, resilient innovation is proposed and considered as a tool that can optimize innovation management. The resilience of innovation depends largely on partnerships at the organizational level, which is rarely explored in current studies. This research aims to examine the relationship between organizational resilience and innovation network characteristics. Based on a survey of 164 participants in infrastructure innovation projects, the structural equation model (SEM) is used to explore the factors that influence organizational resilience. The findings show that there is a positive correlation between network characteristics and organizational resilience. Furthermore, the strength of network connections has a direct impact on the preventive and resistance ability of resilience. Network heterogeneity has an impact on the dual ability of resilience. Finally, a case study of the Qinghai-Tibet Railway innovation network shows that based on the above influence paths, we can find a strategy to reconstruct the network to improve resilience.

Russian industrial policy as an instrument of progressive structural changes has been attracting the attention of politicians and experts for three decades. In the last decade, the attitude of developed countries toward industrial policy in the context of increased global competition, countries’ repositioninig in world trade and transformation of global value chains has become more pragmatic and positive. Simultaneously, the approaches to industrial policy in the world have changed significantly due to shifts in the organization of global production. This defines a new demand for Russian industrial policy, especially in the context of tightening financial and time constraints. We identify key structural constraints of the Russian economy that must be taken into account to define industrial policy, including: fragmented participation of Russia in global trade, low commodity diversity of exports, geographic concentration of export and import flows, underdeveloped backward linkages, weak role of small and medium sized enterprises in value chains. We support the importance of maintaining integration of the Russian economy in the world economic system to ensure its competitiveness and discuss possible trajectories of re-positioning in global economic relations. Under new conditions several principles of implementation of Russian industrial policy are singled out, including flexibility, variability of solutions and encouragement of grass-roots initiative, specialization that takes into account specific features of production organization of various sectors of the Russian economy, building a system of decision-making aimed at the future and overcoming inefficient local equilibria in the economy.

The article substantiates the thesis that the implementation of the principles of ESG (environment, society and corporate governance) at the level of the country’s economy requires a revision of the ontological provisions of economics. The application of the system-transdisciplinary concept allows us to interpret economic relations as a fragment of humanity’s relations with nature. Economic relations arose as a systemic necessity for the existence and development of mankind. It is shown that in the system of “economic relations” a set of values determines the nomenclature and assortment of goods, methods of production, exchange and distribution. From the point of view of system ontology, the basic element of the system of economic relations is the “household”. Therefore, the objective function of managing the development of economic relations at the country level should be to improve the welfare of each household. The identified immanent attributes of the “economic relations” system and the designation of their systemic role allowed us to conclude that the main task of management is to change the value system that meets the requirements of the coevolutionality of the system development. It is shown that such an ontological interpretation is most consistent with the principles of ESG and the requirements of sustainable development of the human community. On this basis, the ranking of management tasks was made and the directions of digitalisation of management processes at the country level were identified.

• Multiple Regression, ARIMA Forecasting, MILP methods have been utilized to find optimum LNG bunkering model in Turkey case. • Ship-to-ship small-scale LNG delivery has been evaluated under three scenarios and sixteen different cases. • Breakeven point as LNG bunker price has been determined based on minimum cost objective function. LNG (Liquefied Natural Gas) provides a viable option to comply with emission control measures as an alternative marine fuel. Supply chain optimization is critical for LNG bunkering development in the maritime context as it requires high capital-expenditure. This study proposes a model for optimizing the ship-to-ship LNG bunkering supply chain. The related problem is defined as a Multiple Period Maritime Fleet Size and Routing Problem. The proposed mathematical model has been solved for various demand scenarios obtained by multiple regression and forecasting as a case study of ship-to-ship LNG bunker deliveries in Turkey. The model presents an optimal solution as a tactical and strategic decision-making tool, finds the number and size of the LNG bunker barges and the optimum allocation of the barges and the distribution network within a ship-to-ship bunkering framework. Moreover, it provides a commercial framework for shipowners and suppliers by determining the breakeven point for investment decisions.
